Secondary Handrail

A secondary handrail is typically a round "pipe" handrail (with no pickets, glass, etc) that is installed in addition to another railing or against a wall. They're typically installed to make staircases and ramps more accessible for those with disabilities.

If you want to be AODA or ADA compliant, you will likely need a secondary handrail in addition to any railing that is sloped.
